From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Amid the widespread uncertainty regarding the American military actions on Venezuela, the apprehension of President Nicolás Maduro, and Donald Trump's announcement that the US will “control” the country and “reclaim the petroleum resources”, a single fact remains evident – they set a profoundly disturbing precedent.

A Dark Legacy and an Unprecedented Move

The United States possesses a dark record of interference, invasion and occupation in that part of the world, but this past Saturday morning witnessed its first major military attack on South American land. “American dominance in the western hemisphere will never be questioned again,” Mr Trump declared.

The choice to militarily strike another state and seize its president – mere days after he stated a desire for negotiations – carries even broader implications. It should alarm us all.

Deep Instability for a Nation in Crisis

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, largely considered to have stolen the last election. They now face a future of deep insecurity. Mr Trump has suggested that the vice president, Delcy Rodríguez would comply with American demands, and rejected rightwing opposition leader and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the acting leader, has so far adopted a posture of resistance – and other parts of the headless administration are even more hardline.

From Global Policeman to International Outlaw

A man who came to office pledging to stop foreign wars now says he is “willing to put soldiers into combat”. Redesignating the Department of Defense as the Department of War was more than posturing. He fails to perceive the world’s superpower as a global policeman; he is turning it into a lawless actor.

He is convinced that the US’s might allows it to do as it wishes with minimal cost: witness the strikes on Nigeria, on Iran’s nuclear facilities. He promises that the oil resources of Venezuela means this new undertaking “will pay for itself”.

A Move Devoid of International Legitimacy

George W. Bush launched the invasion of Iraq on a lie. But this unlawful assault came lacking any form of UN approval or congressional approval; key legislators received no advance notice and say they were actively misled in briefings. Mr Trump is not trying to twist international norms, but to shatter them.

Disregard the implication this carries to Vladimir Putin, Xi Jinping and others, and question the future path of the United States. While the raid reportedly killed 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s growing sense of invincibility will surely embolden further adventurism.

The Stated Reason Versus the Real Aims

It is widely rejected the pretext that this is related to the drug trade. Venezuela is only a minor conduit for cocaine; Mr Trump recently pardoned the former Honduran president Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself has been explicit that he is driven by the allure of petroleum resources as well as personal bravado, the ideology of some in his administration, and the desire for glory as his standing with the American public falters.

World Leaders' Silence and a Weakened UN

The international response, especially in Europe, has – with a few principled deviations – been surprisingly subdued. That’s not due to Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The forceful statement from UN Secretary General António Guterres was notable, but this episode emphasizes the UN's diminishing clout.

Mr Trump’s isolationist supporters at home could yet press him to turn attention back home – but rising medical costs, financial discontent and other domestic scandals make foreign conflicts more appealing.

We are not yet 12 months into his four-year term. World leaders may regret it if they remain quiet at this juncture, given what – and who – could be next.
