The United Kingdom and France Will Dispatch Troops to Ukraine if a Peace Agreement is Finalized

The British and French governments have inked a statement of purpose concerning the positioning of armed personnel in the nation in the event a ceasefire be concluded with Russia, the UK Prime Minister, Keir Starmer, has announced.

Following talks with Kyiv's partners in the French capital, he indicated that the UK and France would "create defense centers throughout Ukraine and construct fortified facilities for arms and military equipment" to deter any potential attack.

The coalition members also proposed that the America would assume leadership in verifying a halt in hostilities.

Russia has repeatedly warned that any foreign troops in Ukraine would be considered a "legitimate target", but has so far not responded on this latest development.

The Situation and Ongoing Hostilities

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the start of last year, and Russian forces presently controls roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to support Ukraine for the long-term," remarked the UK Prime Minister.

National leaders and top officials from the "Partner Group" took part in the recent discussions.

Speaking at a combined announcement, he noted: "It establishes the framework for the juridical structure under which allied and coalition forces could operate on Ukrainian soil, protecting Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."

The PM added that Britain would participate in any US-led monitoring of a prospective ceasefire.

Senior American diplomat Steve Witkoff said that "long-term security guarantees and strong economic promises are vital to a permanent resolution" in Ukraine – referring to a key condition made by the Ukrainian government.

He noted the allies had "substantially agreed on" their work on establishing such pledges "to ensure the people of Ukraine know that when this conflict ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's representative, also was involved in the negotiations.

Separately, France's leader Emmanuel Macron stated that Ukraine's partners had made "significant progress" at the meeting.

He noted that "comprehensive" defense assurances for Ukraine had been agreed in the case of a potential truce.

Ukrainian President Volodymyr Zelensky commented that a "major step forward" had been made in Paris, but cautioned that he would only deem efforts to be "enough" if they culminated in the conclusion of the conflict.

Last week, he said a settlement was "90% ready". Settling the last 10% would "decide the outcome of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the forefront of unresolved issues for negotiators.
  • The Russian President has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas region or Russia will take control, rejecting any middle ground over how to end the war.

Russian forces currently holds about 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The pair of oblasts form the industrial region of Donbas.

The earlier US-led multi-point proposal that was circulated to the media last year was perceived by Ukraine and its European allies as being strongly biased in Russia's direction.
